Did the government have enough information to prepare for the attacks?
If you were the United States president, how would you have prepared for these attacks based on the warning signs you believe were evident?
If congress passed the PATRIOT Act after the first terrorist bombing in 1993 of the World Trade Center, could it have prevented the attacks in 2001?

Would a structured or unstructured interview best serve the purpose?
Develop a list of ten interview questions appropriate for this scenario.
